Raising the bar for state insurance license exam security

In state insurance license exams, trust is everything. Candidates work hard to earn it, and the public depends on it. That’s why exam security will always come first. Every program decision, every technology investment, and every update to how state insurance license exams are delivered starts with a single question: how do we protect the integrity of this test?

At PSI, we recognize that some insurance licensing teams choose to deliver exams exclusively in secure test centers, while others offer the flexibility of remote online proctoring in addition to in-person testing. Both models demand rigorous protection. The good news is that, despite understandable caution in the industry, our clients have remained confident in the security of online proctoring. Very few PSI insurance programs have stepped away from remote delivery due to security concerns. And that’s because they’ve seen first-hand the strength of our layered, constantly evolving approach.

As remote and in-person testing models continue to evolve, the insurance industry’s commitment to exam integrity remains constant. Here’s how PSI is helping state insurance programs stay secure, flexible, and future-ready.

Exam security always comes first

Security isn’t just a department at PSI, it’s baked into our culture. Every enhancement we make, whether in technology, process, or policy, starts with protecting exam integrity. Candidate experience is important, but first and foremost, we design every step of the process to be secure and fair. When security works as it should, honest candidates experience a smoother, more consistent test environment, and state insurance bodies can deliver results with total confidence.

A multi-layered approach to state insurance license exam protection

Think of our test security strategy as an onion. Each layer protects what’s at the center: your exam content and your candidates’ results. It starts with prevention, moves to detection, and finishes with rapid response. No single tool can do it all, the power is in how these layers work together.

We combine human expertise, AI, and continuous monitoring to identify risks before they become problems. And because insurance licensure programs operate across multiple testing modalities, we tailor our security solutions to meet the needs of each environment. In-person test centers have physical and procedural layers that work in tandem with advanced digital tools, while remote exams are protected by biometric authentication, live online proctoring, and advanced analytics.

Two-camera functionality to see the full picture

One of the most effective innovations we’re introducing during online proctoring check-in is two-camera functionality. Using their mobile phone as a second camera, test takers perform a room scan before the exam begins, giving proctors a complete view of the testing environment, including any areas that might be hidden from the main webcam.

This dual-camera setup makes it much harder to conceal unauthorized materials and much easier to ensure fairness for all candidates. The second camera can even be activated mid-test if needed, adding another layer of verification. And because the setup is as simple as just scanning a QR code, it enhances security without adding unnecessary friction for test takers. For our insurance programs, this is a game-changer: more visibility, fewer incidents, and stronger confidence in remote testing.

Advancing data forensics from detection to action

Security doesn’t end when a candidate finishes their exam. Every response, timing pattern, and behavior leaves a digital trace, and our data forensics team is there to interpret what those traces mean. The goal isn’t just scale, it’s speed. We’re already delivering next-day data forensics, allowing issues to be identified and acted upon within hours. And we’re taking that even further, progressing toward real-time data forensics that will flag anomalies as they happen.

We run data forensics for all our state insurance license clients. This means potential issues can be contained early, reducing the impact and protecting the integrity of the entire program. From response similarity analysis to anomaly detection and web crawling, our tools ensure that cheating attempts don’t just get found, they get stopped.
